What is
Measure X?

Measure X makes common-sense changes to the Rent Stabilization Ordinance. These are not revolutionary changes, but they are meaningful because they close unintended loopholes in the existing law and address various implementation challenges that have popped up since Measure BB passed in 2024.

Measure X would:

  • Enable the Rent Board to waive fees for non-profit affordable housing providers, letting them put money directly into resident services and maintenance instead of administrative fees
  • Set an overall maximum 10% cap on annual rent increases, aligned would align Berkeley with state law on rent caps
  • Ensure that tenants who begin their tenancy with protections are not stripped of those protections partway through a tenancy, bringing common-sense clarity and consistency to the protections that tenants can expect when they enter a lease
  • Make administrative changes to the Ordinance to increase efficiency, like changing the timing of registration to better align with fiscal calendars
  • Enable, but not require, the City Council to enact programs to create new rent-controlled housing stock
  • Close loopholes used by corporate landlords to undermine tenant unions
